Competency Mapping for Managers in Governmental Organizations By Shannon entropy

Abstract

In the new theories of strategic management as resource-based theories, the topic of codifying competency mapping has always held great importance.  Since the first step in order to educate the managers and competent clerks is to recognize the needed competence of them, the appropriate codification of this map, has contrived to development and improvement processes of meritocracy and substitution. Preparing this map depends on two topics, on one hand thorough accurate and comprehensive recognition of competences and on the other hand the recognition of efficient competences and this is in the condition that the range organization’s extension, their aims, goals and different limitations has practically made it impossible to achieve one exhaustive explanation of competences. In this research, first we have presented a thorough definition of competences by analyzing its various definitions. Afterwards we have codified the map of managers’ competence with analyzing the content of the managers’ competence models, and using the Shannon entropy.
