Abstract

Water is a key to life of all living things. In fact, water that poorly-cared by people has been causing many problems. Water related problems are very complex which mainly cause by water misuse by people, ineffective water management institutions, poor water management, inadequate application of water management technologies, traditional thinking patterns of society, in efficiency measurements, inadequate in water facilities and infrastructure, and wasteful use of clean water. To overcome these mentioned root cause problems, a comprehensive measurement of how good water has been managed is required. There are several previous models have been tried ti answer this challenge, for instance Water Stress Index (WSI) model by Ali (2016). However the model is not comprehensive enough to be implemented because it only covers water supply in a city's. another model is introduced by Brown (2009) which is called as Water Sensitive City (WSC) model. This model is more comprehensive than Ali’s but is not suitable to be implemented in developing countries. The last model being analyzed in this research is Kodoatie's which focus on water resource management. The aims of the research is to find the most appropriate model to measure performance of sustainable urban water management in a developing country. These proposed model will integrated the previous models and will ve a measurement platforms to measure the performance of Surabaya in its water management.
