Abstract
This study utilized the Analytic Hierarchy Process (AHP) in the assessment of selected programs of DOST-TAPI in assisting Filipino Inventors by virtue of the R.A. 7459 also known as Inventors and Inventions Incentives Act of the Philippines. The identified programs fall under the functional objectives number 1 and 2 of the Invention Development Division (IDD) of DOST-TAPI which handling majority of the Programs charged in the Invention Development Assistance Fund (IDAF). These objectives cover the assistance for IP protection under the Intellectual Property Rights Assistance Program and the development and pre-commercialization programs compose of the Invention Testing and Analysis Assistance Program, the Industry-Based Development (IBID) Program and the Invention-Based Enterprise Development (IBED) Program. AHP was used to determine priority level for the mentioned programs. In order to conduct pairwise comparison, a questionnaire was formulated and distributed among 10 respondents. These set of criteria has been grouped into 2 program clusters according to the two functional objectives of IDD. The results revealed that IPRAP weighs 61.59% and is of more priority compared to the other selected programs.
