FRAMEWORK TOWARDS SUCCESSFUL FACTORS OF BUSINESS INCUBATOR FOR INDONESIAN PUBLIC UNIVERSITIES

Abstract

In many developed countries, many business incubators take part to help start-up company to develop their own business. Universities play an important role in motivating young graduates to become technology entrepreneur. Unemployment in Indonesia is still the main issue for the government program to increase people welfare in the future. In year 2014 the data from Statistic Center of Indonesia state that Indonesia has 4% unemployment rate from Indonesia’ work generation. In Indonesia, business incubators have been developed since 1992, and initiated by the government, cooperative department and also universities. The objectives of the research are to investigate the indicators, success factors and critical success factors for business incubator, and to develop framework of successful business incubator for Indonesian public universities. Research location is in Indonesian public universities that have business incubators. This research employed mixed methods approach, and data are analyzed using statistical software IBM SPSS version 23 and Smart PLS version 3. The research sample comprised 66 respondents from university incubator managers, investors, head and member of business incubator association, government business incubator researchers in Indonesia. The framework of successful business incubator is developed based on Verman’s model with three additional factors, namely government support and protection, university regulation and system infrastructure. This framework has 9 independent variables, 3 moderating variables, and 1 dependent variable with 9 research hypotheses. Ten professors from reputable universities in the world have been involved in survey questionnaire content validity. The results indicated that there are 113 indicators, 9 successful business incubator factors, and 5 critical success factors for business incubator in Indonesian public universities. The developed framework could improve many entrepreneurship programs and regulation in universities, students and Indonesian government.
