Various crises are likely to occur and can disrupt agri-food supply chains (AFSC). Recently, the emerging tariff crises, the Strait of Hormuz conflict and the related uncertain context led us to question the resilience of the agri-food supply chains (AFSC) in the context of rising prices driven by higher oil prices. In this context, the concept of resilience, and specifically that of organizational resilience, is particularly relevant. The general objective of this paper is to recommend and prioritize resilience actions at the macro-level to deal with these recent crises. Drawing on qualitative research with 30 actors from Quebec’s meat and dairy sectors, we analysed strengths, weaknesses, opportunities and threats (SWOT) of the AFSC, identified stakeholders’ resilience needs and propose a set of 24 recommendations. The formal contribution of this paper lies in the prioritization of these recommendations. We propose a novel methodology that generalizes the classic bi-objective PICK chart into a three-objective framework. This graphical classification provides a clear, prescriptive tool to strategically guide decision-makers in selecting policies and actions. The recommendations were independently assessed by several experts across three dimensions: (i) importance and expected resilience benefits, (ii) implementation complexity, and (iii) long-term environmental, social, and economic implications. The three objective PICK chart was then used to categorize the 24 recommendations in different categories as short term measures for immediate implementation, structural reforms that need Research and Innovation, secondary levers, deferred measures and non-priority measures.
