Stroke is a leading cause of paralysis and death worldwide. Conventional medicine and traditional Chinese medicine are on offer at stroke centers to continually treat stroke patients. This paper examined a prominent traditional Chinese medicine stroke center in Bangkok, Thailand and its current operations at an outpatient department to improve system efficiency of stroke treatment by creating an electronic medical record in a web application format. Current operations were mapped, and requirements collected from all groups of users. The development followed the system development life cycle framework. Usability testing and evaluation were conducted to ensure the system’s usability and efficiency. Subsequently, a web-based electronic medical record application was created to aid physicians and nurses in medical record handling, retrieval, and patient screening. A follow-up study post-system implementation indicated that this stroke center minimized the medical data recording and retrieval times through improved efficiency.
