Africa is rapidly becoming a democratic continent, and with this transformation comes the challenge of managing credible elections at a reasonable cost across many African nations. The backbone activity in the conduct of elections is Logistics/Supply Chain Management. Document processing, measuring supply chain performance and transferring best practices amongst the Elections Management Bodies are tasks that seem daunting. This paper proposes a reference model to address these problems in a holistic manner. The model, called the Electoral Chain Operations Reference (ECOR) Model extends the Supply Chain Operations Reference (SCOR) Model. AN illustration of its use in definition and specification of a middle level process (at the supply chain configuration level) was presented. The model shows potentials for solving this set of integrated problems.
