This study investigates the benefit, opportunity, cost and risks (BOCR) in project procurement outsourcing as criteria. The criteria were divided into some sub-criteria in which three important aspects such as time, cost and quality are contained. Then with the ANP- based BOCR analysis the best strategy is chosen. Our strategies contain keep internal, keep internal & modifying and outsourcing that the result of this research is shown that the outsourcing in project procurement considering different sub-criteria is the best strategy. The main contribution of this paper is that, the decision making of project procurement outsourcing problem has been done by ANP-based BOCR analysis for the first time. And the sub-criteria are the most recent ones which contain the particularity of this context.
