Dwelling time has been faced by Indonesian Ports for several years. Developing a comprehensive port performance is essential to boost the result. This study aims to modeling an integrated framework that combine the internal and external of port performances, sustainability and adopt to the industry 4.0. Internal and external performances are discussed by balance scorecard and PESTLE concepts. Meanwhile, sustainability and industry 4.0 are described by green and smart ports concepts, respectively. The framework shows that the dimensions of its concepts are synergistic. Therefore, it can be used for addressing the dwelling time and boosting the operational performance excellence.
