Madiun Regency has an area of 40.08% forest area. This potential becomes an advantage in developing plantation forestry. The potential of Kakao, Sengon and Porang (KaSePo) in Madiun have a good economy so they needs to be developed for forest community prosperity. The reinforcement of innovation network to support innovation capability clusters of Kakao, Sengon and Porang are essential. The current conditions occur are the three potential primes have not developed maximally and business climate has not prospered the parties involved. This research uses SSM (Soft System Methodology), SNA (Social Network Analysis), river diagram, ANP (Analytic Network Process) and SWOT (Strengths, Weaknesses, Opportunities, Threats) to review the problems found. The purpose of this research to know the organization that influences innovation network development, know condition of innovation capability and provide problem solutions to clusters of Kakao, Sengon and Porang (KaSePo) in Madiun Regency.
