In conducting government activities and public services in state buildings, building safety and building occupants are technical requirements that must be met. In addition to high-rise state buildings that have a high risk potential for various disasters that occur especially the fire disaster. In an effort to cope with the fire of high rise buildings are required to have a fire prevention and control system. Emergency Response Procedures for Fire Disaster is one of the efforts to overcome disaster of fire which is expected to minimize the impact and loss caused by fire when it happened. This study aims to determine the existing state and develop standard operational procedure of risk-based fire emergency response on government builing. Research method using delphi method and questionnare survey. The results of this study are expected to form a risk based emergency response procedure and emergency response team from fire disaster in government building environment.
