Biography

Dr. Abraham Holland joined the Institute for Defense Analyses (IDA) in 2019 after completing his PhD in Public Policy at Harvard University. His dissertation research used randomized experiments and other empirical methods to identify the social and economic consequences of public service delivery failures and improve public administration in developing countries. At IDA, Dr. Holland is an applied microeconomist that has led a range analyses across defense manpower, operations, and infrastructure topics. He is also a founding member of IDA’s climate and energy security working group. This working group focuses on supporting IDA’s capability to bring the best available climate science to today’s national security challenges. In this area, he has completed analyses on the potential implications of climate change for Department of Defense equipment, personnel, operations, and policy. In addition to being a U.S. Air Force veteran, he received his undergraduate degree from Dartmouth College and graduated summa cum laude in economics and Chinese literature.
