Dr. Manuel Vazquez Cano is a bilingual, bicultural Latino immigrant and a Managing Researcher at Education Northwest. Manuel has extensive experience collaborating with state and local education agencies through multi-year, applied research, and technical assistance projects. His expertise focuses on students classified as English learners and dual language education. He recently collaborated with the Oregon Department of Education to develop a new, statewide multilingual learner strategic plan, which provides a blueprint for state action to enhance learning environments for multilingual learners. He has also conducted multiple studies with districts to examine the implementation of dual language programming and the long-term outcomes of dual language students. Manuel has led and supported multiple Office of English Language Acquisition National Professional Development grants in Oregon, Washington, and California. These grants aim to increase the number of pre-service and in-service teachers prepared to serve multilingual students in dual language settings. He earned a PhD in Quantitative Research Methods in Education from the University of Oregon and is also a What Works Clearinghouse Certified Reviewer (5.0 Standards).
