Biography

Pao is a Senior Geotechnical Engineer for the City of Seattle Department of Construction and Inspections (SDCI). In his current role with SDCI, he reviews geotechnical components of building permit applications. Projects range from single-family residences in environmentally critical areas to high-rise building developments with deep excavations, landslide mitigation, and shoreline restoration. His areas of expertise include seismic design of ground improvement, seismic hazard analysis, and numerical modeling. Before joining SDCI, Pao worked in geotechnical consulting in Washington State and Louisiana. His design experience includes a variety of transportation and heavy civil projects such as pump stations, highway bridges, LNG plants, and port facilities. Pao is an active member of ASCE and serves on the Geo-Institute Soil Properties and Modeling Technical Committee. Pao completed his bachelor’s degree in Civil Engineering in Taiwan, a master’s degree in Civil and Environmental Engineering (geotechnical) from the University of California at Davis, and a Ph.D. in Geotechnical Engineering from Purdue University.
