Biography

Baxter is a Professional Environmental Engineer with seven years of consulting experience in multiple areas of remedial design, operations, optimization, and construction. He received his master's in Civil & Environmental Engineering from the University of Vermont focusing on water quality modelling. His focus working at Arcadis has been on PFAS specific treatment technology evaluation and design. His experience encompasses groundwater extraction and treatment; industrial water and wastewater systems; soil vapor extraction systems; and air sparging systems. He has recently been involved with the development of foam fractionation technology to treat PFAS in various sources (groundwater, wastewater, leachate, etc.)
