Carr. 1998 Present: Technical Director, Materials and Chemistry (MCL) Founder, Chairman of the Board of Directors and Technical Manager for MCL, Inc. In April 1998, became a fully commercial applied research laboratory, as part of the reindustrialization of underutilized U.S. Department of Energy (DOE) facilities at the East Tennessee Technology Park in Oak Ridge, Tennessee. The MCL, a former DOE National Environmental Technology User Facility, provides material characterization, treatability studies, metals speciation, industrial and nuclear forensic analysis, risk assessment, and chemical systems development and optimization.
