Biography

Bill Ostrum has over 10 years of experience developing NEPA projects, policy, and guidance across the Federal government. After graduating from the College of William and Mary and the George Washington University, Bill joined the Federal Highway Administration’s Office of Project Development and Environmental Review. Bill later came to DOE’s Office of NEPA Policy and Compliance before becoming the Office of Environmental Management’s NEPA Compliance Officer. In addition to leading NEPA compliance for projects with national implications, Bill provides technical assistance across the EM complex including development of guidance and training and building the EM NEPA community.
