After completing a medical internship in Chicago, Dr. Mulaney did his residency in ophthalmology at the Scheie Eye Institute of the University of Pennsylvania in Philadelphia. This was followed by a fellowship in glaucoma at the Bascom Palmer Eye Institute, University of Miami. He served as Clinical Asst. Professor of Ophthalmology at the University of South Florida in Tampa from 1991 to 2006.
Dr, Mulaney was the president of the Medical Staff at Lakeland Regional Medical Center in 2003-2004 and president of the Polk County Medical Association in 2005. He is the recipient of the Dr. James W. Clower Award from the Florida Society of Ophthalmology. In 2008, he was appointed to the Board of Directors of Lakeland Regional Health Medical Center, a 900 bed hospital with the nation's busiest ER, and in 2015, was elected Chairman of Lakeland Regional Health's Board.
