Abstract

Transportation-related projects that are essential for rebuilding Libya’s post-war infrastructure are facing severe cost overruns because of supply chain uncertainties caused by geopolitical volatility, disruptions in logistics, and economic fluctuation. The present study suggests a new combination of innovative supply chain technologies, including IoT, AI, and blockchain, with philosophies of the circular economy such as mapping war debris using Sentinel-2 satellite images, to increase resilience and reduce cost overruns. Case studies, satellite-based debris analyses, and stakeholder interviews are all adopted as a mixed-methods approach for developing a case-specific framework. A literature review of 54 research studies (out of the initial 1,903 found) measures research gaps in conflict-affected areas. Projected contributions would include a scalable cost-control and sustainability framework, and further steps along the way would include interviews and piloting, while statistical tables and figures reflect the impacts of uncertainties and the possibilities of debris recycling.
