Biography

Mr. Horne is the vice president of VCS Engineerin-NDT Division (NDT), a nondestructive testing company based in Sterling Ma. For over 30 years NDT Division (formerly NDT Corporation)  has provided innovative nondestructive testing services for evaluating all types of infrastructure materials including: concrete, timber, steel, masonry, asphalt, soil and rock. NDT is a pioneer in the development of specialized impact energy generating equipment, customized sensor arrays to record returning energy signals and analyzes the data via proprietary signal interpretation software.

Working in the consulting/construction industry for over 30 years, Mr. Horne has experience successfully managing infrastructure inspection/assessment/rehabilitation projects for many private and governmental clients. Mr. Horne is published in the field of geophysical investigations and has also applied this technology to the non-destructive testing of concrete, steel, masonry and timber members.

Mr. Horne received his BS in 1988 and MS in 1992 in Civil and Environmental Engineering from Clarkson University and conducted research using ground penetrating radar (GPR) to detect scour infilled material around bridge foundations in rivers.  Mr. Horne is considered a national expert on FHWA compliance metrics for scour critical bridge evaluations and Plans of Action (POA’s). He lives in Albany NY, enjoys fishing and skiing with his wife Christine, daughter Amanda (MIT 22’) and son Jason (Syracuse 24’).
