Biography

Jeanne Kuttel, P.E., is currently Assistant Division Manager-Planning, Management and Delivery for California Department of Water Resources’ (DWR) Division of Engineering.  She has over 32 years of experience in program/project management, engineering, construction management, and oversight of water resources projects throughout California.  Between 2013 and 2020, she was Division Manager of Engineering overseeing more than 350 staff in design, construction, real estate, geomatics and engineering/construction procurements. 

While Ms. Kuttel has worked on a wide variety of complex and interesting projects over the years, most notable is that, in 2017 she served as Incident Commander for Oroville Emergency Recovery which included the monumental challenge of rebuilding the flood control outlet in less than six months.

Jeanne has been an advocate to bring Collaborative Delivery authorities to DWR, which they received in January 2022.   She is DWR’s Partnering Program Sponsor and is on the International Partnering Institute’s Board of Directors.

Jeanne has a bachelor’s and master’s degree in Civil and Environmental Engineering from University of California, Davis.
