Biography

Mr. Holland is a results-oriented senior procurement/contracts executive with broad experience leading organizations in delivery of contracts/projects to geographically dispersed customers. Held executive level accountability for a portfolio of geographically dispersed projects with an annual value of >$200M. 40 years’ experience managing federal contracts including change orders, variation, and agreements. Lead negotiator for DOE on completion of construction of the SWPF (~$2B). Lead negotiator for DOE on completion of construction/commissioning of the Direct Feed Low Activity Waste portion of the Hanford WTP (~$16B). Assistant Deputy Assistant Secretary, DOE-EM, with responsibility for contracting/project management (~$6.5B annual budget). Served as DOE-EM rep. on DOE’s Project Mgmt. Risk Committee, PMRC capital projects >$750M.
