Biography

Since 2016, Jennifer Hower has represented the New Mexico Environment Department as General Counsel. As General Counsel, she is the chief legal counsel for New Mexico's executive agency tasked with environmental regulation and manages an office of nine attorneys. Her primary legal focus is on the Resource Conservation and Recovery Act and it's state counterpart. Ms. Hower has been an attorney with the New Mexico Environment Department since 2007. Ms. Hower has a B.S. from Kansas State University, an M.P.A. from Northern Arizona University, and a J.D. from the University of New Mexico.
