Biography

Dr. Toepfer holds a PhD from Old Dominion University and has successfully managed more than $300 MM in capital projects and has firsthand experience with the design, permitting, construction, and operation of disposal cells, tailings storage facilities, evaporation ponds. He has several years' experience with NRC licensing and audit support actions relating to corrective actions, litigation support at the Federal and State level, CERCLA and RCRA compliance, UMTRCA issues, mercury identification and treatment, remedial system design, water rights (consumption and diversion), and water usage optimization. He is professional engineer, project management professional, also a Multi-Criteria Decision-Making (MCDM) expert with applications in liability-to-asset conversions/ re-configurations, energy optimization, and operational efficiency studies.
