Biography

Mrs. Woodard became the DOE EM-5 Special Advisor for Acquisitions in 2022 bringing more than 25 years of experience in engineering and program/project management with DOE. Throughout the years, Mrs. Woodard has served in various capacities as a federal employee and as a contractor, including Paducah Site Lead, Federal Facility Agreement Manager, Alternate Deputy Designated Federal Official to the Citizens' Advisory Board, Project Manager, Baseline Manager, and Contracting Officer's Representative. Her diverse background in CERCLA cleanup projects, regulatory interaction and negotiation, contractor procurement/oversight, project controls, budgeting, and community relations. Jennifer holds an MS in Occupational Safety and Health and a BS in Mechanical Engineering.
