Have worked as a teacher educator for over three decades. Best known for work in assessment for bilingual and English language learners, having led several school-university partnerships on assessment in VA. Teaching graduate courses on assessment, teacher action research, and education policy and have supervised ESL teacher interns in K-12 classrooms. Fulbright Scholar to Italy, Director of National Origin Desegregation Programs for the mid-Atlantic region (American University), Senior Evaluation Specialist for the southeastern United States (Georgetown University), and information specialist and editor of publications for the National Clearinghouse for Bilingual Education. Work experience ranges from teaching in an inner-city middle school to serving as a consultant to several state departments of education, the U.S. Department of Education and the nationwide WIDA assessment consortium. Author, co-author, or editor of over 70 books, book chapters, articles, and monographs on assessment and instruction for language minority students and English language learners. Served on the TESOL Professional Teaching Standards revision committee in 2018. Most recent research addresses ESL teacher preparation courses on assessment and improving university faculty student evaluations of teaching.
