Biography

Dr. Leo Gómez served as Professor in Bilingual Education at the University of Texas Pan American (UTPA) August 1994-May 2012. Over the last 30 years, he has focused his scholarly work on linguistic and academic issues that affect Dual Language Learners (DLLs). He has conducted countless state and national presentations as well as published numerous articles on the educational benefits of Dual Language Enrichment (DLE) for DLLs. At the state level, he served as Member and President of TABE and, at the national level, he served as Member and President of NABE. Dr. Gómez is widely known and respected as a leader in the field for his advocacy on educational equity for DLLs through dual language instructional programs that achieve greater equity and significantly reduce the drop-out rate and more effectively prepare DLLs for long-term success. To this end, he has been extensively involved in the development, implementation, and assessment of one-way & two-way DLE programs implementing a DLE Model he originally developed in 1995. Dr. Gómez continues his work through the Dual Language Training Institute consulting firm working closely with districts implementing his DLE Program across twelve (12) states in over 700 schools, advocating for the implementation of One-Way DLE as the district’s bilingual education program to serve large numbers of DLLs district wide more effectively. Since 1996, this DLE program is the most widely implemented DL program in the country successfully serving over 2 million DLLs and the program continues to grow.
