Biography

Dr. April Haulman, is a tenured Professor, and Co-Coordinator of the Bilingual Education/TESL program at the University of Central Oklahoma (UCO), Edmond, OK. She has worked in bilingual education for over 45 years as a teacher (Oklahoma City Public Schools’ first travelling bilingual teacher), curriculum developer, grant writer/administrator, and university faculty member. She has a Ph.D. from the University of Oklahoma as a recipient of the Title VII Bilingual Fellowship. Her classroom experience includes elementary, secondary, junior college, community education and university level settings. She has successfully written and administered millions of dollars in federal grants, currently directing the $2.9 million NEXUS Project, an NPD grant funded by the Office of English Language Acquisition (OELA). She has coordinated statewide and regional institutes and conferences, as well as published in professional journals and presented at national and international conferences. Dr. Haulman has consulted with local Oklahoma districts on the implementation of services for English learners, including dual language programs. Dr. Haulman has a long-standing reputation for commitment and advocacy for the educational needs of Oklahoma's English Learners, earning multiple awards, including the prestigious Human Rights Award from the Oklahoma Human Rights Commission in 2004.
