Biography

Megan Hopkins is Associate Professor in the Department of Education Studies at UC San Diego. She leads a variety of collaborative projects to advance the field’s understanding of the impact and implementation of English Learner policies and serves as a trusted advisor and expert to a wide range of clients at the federal, state, and local levels. Dr. Hopkins' research is situated at the intersection of English Learner policy, leadership, and teacher development, and she has expertise in quantitative and qualitative research methodologies, survey development, program evaluation, and policy implementation processes. She has authored or coauthored numerous articles and coedited two books on state and local English Learner policy implementation. She began her career in education as a bilingual elementary school teacher in Phoenix, Arizona.
