Kelly works for the Illinois Emergency Management Agency’s Division of Nuclear Safety as Branch Chief of Radiation Protection Services. In this role, he is responsible for the state’s Decommissioning, Radioactive Material Transportation, Low-Level Radioactive Waste Management, Radiological Environmental Monitoring, and Incident Response programs. Kelly has over 27 years of experience working in the field radiation safety. With respect to transportation, he is the Past Chair of the Council of State Governments Midwestern Radioactive Materials Transportation Committee and a member of various DOE National Transportation Stakeholder Forum working groups and is a team member of the Nuclear Energy Institute’s Used Fuel Transportation and Storage Task Force.
