Abstract
A typical electrical utility comprises power generation plants interconnected to electricity transmission and distribution networks. Irrespective of the upstream challenges, the distribution network is directly customer facing, and this raises sensitivities to issues like safe and reliable electricity supply at affordable pricing, irrespective of increasing demand vagaries. In a developing country context, rapid urban sprawling exacerbates challenges for electricity distribution as the increasing need to expand networks often complicates how decisions are made regarding decommissioning, disposal, replacement, renewal, and upgrade of items of ageing equipment installed in distribution substations
