Designing Strategies to Improve Digital Maturity in BAPETEN Licensing and Inspection System Online (BALIS Online)

Abstract

The supervision of nuclear energy utilization is carried out by the Regulatory Body through regulations, licensing, and inspections covering aspects of safety, security, and safeguards. To engage in Indonesia nuclear-related activities, permission must be obtained from the Nuclear Energy Regulatory Agency, BAPETEN, through the submission of licenses via the BALIS Online, which is a database provided and utilized in the licensing application process for the field of nuclear energy in Indonesia. Digital maturity model can be defined as a digital transformation process which defined, managed, measured, and continuously improved. Utilizing specific maturity framework, organizations can assess their current digital maturity level. This study aims to define the digital maturity position of BALIS and how to improve that in the organization.  The Assessed digital maturity process categories include strategic governance, information and technology, digital process transformation, and workforce management. The assessment outcomes outline five maturity stages, from performed to innovating, each denoted by levels one through five. These levels serve to gauge the maturity of BALIS. By employing sound strategies, prioritization can be given to sub-criteria with low maturity levels but high overall importance, thereby enhancing BALIS digital maturity. Crafting this strategy involves literature study and determining strategic priorities through AHP-TOPSIS.
